Lagos Declares Victory Park, Lekki County Homes, 174 Other Estates Illegal

The Lagos State Government has declared Victory Park Estate, Lekki County Homes, and 174 other residential estates illegal for failing to obtain mandatory layout approvals from the Ministry of Physical Planning and Urban Development.

The estates, many of them high-profile developments are located mainly in Eti-Osa, Ajah, Ibeju-Lekki, and Epe, which are among the fastest-growing real estate corridors in the state.

Permanent Secretary, Office of Physical Planning, Oluwole Sotire, disclosed the decision on Monday, warning that the affected estates have 21 days to begin processing their layout approvals or face further sanctions.

“These estates are deemed illegal due to failure to comply with the state’s physical planning laws. Obtaining layout approval is not optional, it is mandatory to ensure orderly development, infrastructure provision, and safety,” Sotire said.

The list also includes prominent housing schemes such as Beechwood Estate, Prime Water View Gardens, Atlantic Bay Estate, Cedarwood Boulevard Estate, Isimi Eko, Victory Garden Estate, Greensprings Estate, and Westwood Park Estate, among others.

Sotire noted that unapproved estates often bypass critical regulatory processes, leading to challenges with drainage, road access, environmental safety, and the provision of utilities.

“The government will not tolerate illegal developments that threaten the long-term sustainability of our urban environment,” he added.

Property developers and estate managers have been directed to report to the Ministry to regularize their approvals before the August 25 deadline.

The clampdown comes amid Lagos’ increasing push to enforce its physical planning regulations as the state grapples with rapid urban expansion and real estate investment pressures.

If the ultimatum expires without compliance, the government may impose penalties, seal affected sites, or revoke their development rights.
