He is the former VC (not, He was the former VC). The adjective “former” already suggests the past tense of the sentence and shouldn’t be reflected in the auxiliary verb.

The meeting will be held by 4pm (not, The meeting will hold by 4pm). This is because the meeting cannot hold itself.

I was caught in the rain (not, I was beaten by the rain).

We need a gatekeeper (not, a gate man).
